Impact assessment of programmes to support business R&D and innovation.


Our competence in evaluation of national research and innovation policies and programmes was recently strongly confirmed with a new, prestigious project. The European Commission DG Research and Innovation assigned Oxford Research in cooperation with CSES to conduct a study on "Ex post economic impact assessment of programmes to support business R&D and innovation" covering all Members States and also some other OECD countries.

 

Need to better understand impact

Evaluation as such is becoming increasingly important in assessing the long-term socio-economic impact of research and innovation (R&I) funding. Objective information and evidence is an integral part of policy making, including foresight and systematic ex-ante and ex-post evaluations, in particular to assess the long term socio-economic impact of R&I funding. For several years, both at EU level and in Member States, the necessity to do much better at turning research and innovation into new and better products, processes and services has been emphasized. As a result, many national programmes to develop R&D and innovation (RDI) activities in businesses have been launched or strengthened. Practices aiming at assessing the economic impact of those programmes are, when they exist, heterogeneous, and there is a clear need to better understand existing and foreseen policy priorities and measures, as well as the best practices at national level stemming from the use of such evaluations in relation to business RDI activities.

 

Key objectives of this study are

 
1. Make a classification of the EU28 Member States and selected third countries on the basis of their evaluation practices at for RDI systems, programmes and institutions.

2. Analyse policies and methods for ex post economic impact assessment of programmes to support business RDI and the results those have generated for some EU Member States and in some other countries.

3. Outline the main results, best practices and challenges for economic impact assessment of programmes to support business RDI.

4. Suggest policy and implementation recommendations, and make methodological recommendations for the ex post economic impact evaluation of programmes to support business RDI in the EU Member States.

 

Benchmarking national evaluation systems

The study will among others, produce a composite indicator allowing for benchmarking of national evaluation systems. Oxford Research team will also organise and manage a series of study tours, interviewing policy makers in four Members Sates and in the USA.
